We're seeking an exceptional Capital Operations Manager to lead the delivery of a significant housing investment programme for a forward-thinking local authority

This is a strategic leadership role responsible for the successful delivery of planned capital works, major housing improvement projects, budget management, contractor performance, compliance, and service excellence.

The Role

As Operations Manager for the Capital Works team, you'll take responsibility for the operational and strategic delivery of housing capital programmes, ensuring projects are delivered safely, compliantly, on time, and within budget.

Key responsibilities include:

• Leading the delivery of planned investment and capital works programmes
• Managing significant capital budgets and financial performance
• Developing programme strategies and investment plans
• Ensuring compliance with statutory, regulatory, and health & safety requirements
• Monitoring programme performance, risks, and project outcomes
• Driving continuous improvement and value-for-money initiatives
• Producing performance reports for senior stakeholders
• Leading, developing, and motivating operational teams

About You

To be successful in this role, you'll have:

• Significant experience delivering capital works or planned maintenance programmes with a directly employed workforce
• Strong leadership experience within housing, construction, property services, or asset management
• Experience of change management programmes
• Proven budget management and financial control experience
• Experience managing contractors and outsourced service providers
• Strong knowledge of health & safety and compliance requirements
• Experience driving operational improvements and service performance
